Dubai, UAE, July 16, 2025: The Ministry of Climate Change and Environment (MOCCAE) and Tadweer Group have signed a Memorandum of Understanding (MoU) to pilot the UAE’s first Extended Producer Responsibility (EPR) scheme. This is a policy approach that makes manufacturers and importers legally and financially responsible for the waste their products create. The initiative is part of the UAE’s Integrated Waste Management Agenda 2023–2026, supporting sustainable economic growth, waste sector reform, and a national shift toward recycling and circularity.

Her Excellency Dr. Amna bint Abdullah Al Dahak, Minister of Climate Change and Environment commented: “We are proud to continue our strategic collaboration with Tadweer Group in advancing integrated waste management and environmentally safe disposal practices. The Extended Producer Responsibility (EPR) project is a cornerstone of our national strategy, designed to drive greater accountability across the value chain. With the active involvement of manufacturers, suppliers, and consumers, EPR will enable us to extract maximum value from waste and strengthen the UAE’s circular economy. This initiative also ensures our waste management processes align with leading international standards.”

Ali Al Dhaheri, Managing Director and CEO of Tadweer Group, said: “Tadweer Group is proud to work closely with the Ministry on this important initiative. The agreement is a part of the UAE’s efforts to promote sustainability and address key environmental issues. This will also contribute to enhancing integrated waste management practices, implementing the circular economy and promoting local sustainable economic development.

The collaboration aims to identify mutual roles and commitments in implementing a pilot project to manage targeted product waste. These include electrical and electronic devices, batteries and packaging products.

The responsibilities of the producers and the suppliers were identified in Cabinet Resolution No.39 of 2021 regarding the executive regulations of Federal Law No.12 of 2018 about integrated waste management.

The MoU signing took place during an event held in Dubai in the presence of Her Excellency Dr. Amna bint Abdullah Al Dahak, Minister of Climate Change and Environment (MOCCAE), His Excellency Mohammed Saeed Al Nuaimi, Undersecretary of the MOCCAE, Ali Al Dhaheri, Managing Director and CEO of Tadweer Group, and senior representatives from both entities.
